If I remember these changes right, you should be able to apply for membership using the above link. If I'm wrong, then there will be an option using the "Edit My Nation" path in game under Alliance Affiliation.

It's been a while, but that's where to start with an in-game application so that we can get you masked and you'll be easy for others to identify as somebody that is protected by Doom Squad.
